This monograph analyzes and provides recommendations for the improvement and modernization of the US national security system. It describes a fully integrated National Security Staff and an inter-agency management system based on the dual concepts of end-to-end process management at the strategic level and decentralized execution and implementation that is underwritten by a whole-of-government approach. Across several sections, the monograph describes issues including the challenges of strategic management of national security in the 21st century security environment and the legacy of the 1949-1987 system, along with a series of best practices, processes and core functions.
