This monograph examines India's evolving, three-phased policy toward Afghanistan since 2001. It specifically argues that New Delhi, rather than shaping the strategic environment in the region, has been largely reacting to the actions of others. As the US-led NATO forces prepare to leave Afghanistan in 2014, India will indeed have to adjust its policy again. What will remain constant, however, is the need to preserve its interests in Afghanistan.
