This monograph analyzes Venezuela and President Hugo Chavez's vision of asymmetric revolutionary war. It addresses four issues operating within the context of President Chavez's grand strategic political-psychological destabilization effort. This kind of warfare implicitly and explicitly represents a triple threat to the authority, legitimacy and stability of targeted governments, argues the report's author. Accordingly, the US and its allies must adapt their approach to security and organize institutions to address the concept of contemporary asymmetric, unconventional, undeclared intrastate war, i.e. 4th generation war.
