Warnings by the US and other countries threatening the Syrian Government with dire consequences if chemical weapons are used against rebel forces were meant to deter their use. This brief argues that it is wrong to assume the danger of chemical weapons use in Syria is receding and explains how the risks could increase in 2013. He suggests various options for preventing, and containing the effects of, any attack.
