This report summarizes the findings of a July 2003 CFR-sponsored mission to Iraq by a team of experts in the field of post-conflict reconstruction. The authors argue that for the Iraqi reconstruction task to succeed, the United States and its allies will need to pursue a strategy that recognizes the unique challenges in different parts of the country, consolidates gains in those areas where things are going well, and wins hearts and minds even as it decisively confronts spoilers. The report also mentions several major areas requiring immediate attention, including public safety, decentralization, and significant financial support.
