Twenty years after war ravaged the Balkans many people still remain displaced. On 25 May 2012 Croatia, Serbia, Montenegro and Bosnia Herzegovina met together to find a regional solution to displacement in the Western Balkans and to assist the voluntary return and reintegration of refugees. This report draws on the main findings of that meeting along with interviews with key actors and background information.
