This brief focuses on the overlap of national security and cyber security as it discusses the role of different US governmental institutions in cyber operations. According to the authors, the administration's interpretation of "hostilities" should go beyond the risk to American lives to have more logical consistency with cyberspace as a war-fighting domain. It is further argued that the US needs the capacity to carry out offensive operations in cyberspace, however, under the condition that the same checks and balances that apply to physical hostilities are also being applied to cyber conflict.
