This paper explores the reasons behind Russia's blocking of Western intervention in Syria in the UN Security Council. The author argues that Russia's actions are not based on an alliance with Syria but follow from Moscow's conception of the world order and security. He advises that the West should work with Russia to facilitate a political settlement, rather than focus on regime change.
