This article argues that Canada is perceived as a fair-weather partner who only seeks to establish the basic elements of trade and investment relations to diversify its trading partners. This presents a barrier to Canada's proposed re-engagement in East Asia. The author argues that Canada should seek to build regional prestige as an arbiter in East and South East Asia's maritime disputes. This strategy will create political ties to support Canada's economic objectives.
