In this article the author argues that European-Latin American relations have fundamentally shifted requiring a change in paradigm. Among these changes is China's growing influence in the region, the ascent of Brazil and Mexico and growing trend in both regions to fragmentation. Among the suggestions are a special Germany-Brazil axis and two-way development cooperation.
