This paper discusses the mobilization and demobilization of the Kosovo Liberation Army (KLA) during and after the Kosovo conflict. The authors explain how peace and stability can only come about if all the former armed fractions in a region have been successfully demobilized and subordinated to a legitimate source of power. The paper describes how certain power structures of the KLA remained intact far beyond the duration of the Kosovo conflict and succeeded in building up various parallel power structures. The authors provide a detailed analysis of the challenges that the international community encountered in attempting to demobilize the KLA.
