This report emphasizes the positive effects a UN-sanctioned Arms Trade Treaty (ATT) will have on Africa. It also provides a pre-ratification peek into the changes African backers wanted in the treaty. They included expanding the scope of the ATT to better regulate munitions, ammunition, and parts; defining the obligations of state parties more clearly, such as the requirement to refuse arms transfers that are likely to violate international humanitarian law and international human rights law; improving the language of defense cooperation agreements, and much more.
