This article analyzes the meaning and implications of North Korea's third nuclear test. The author argues that rather than exhibiting any serious threat to the West, the tests are means for Kim Jon-Un to consolidate power and to satisfy the hawkish elements of the Workers Party of Korea. He also speculates on how China benefits from North Korea's unpredictability.
