This article argues that global democratization is in decline, using Kenya as a case study. The author proposes what nations can do to avoid this trend. He also recommends a number of changes to US global democratization policy. These include focusing spending on the best prospects; avoiding supposedly democratic 'big men'; and realizing that elections are only one step on the road to full democracy.
