The Millennium Challenge Corporation (MCC) provides US foreign assistance to poor countries that demonstrate their commitment to good governance against publicly-available policy indicators. This report analyzes whether MCC’s indicator-based selection process itself encourages policy reform. It finds that the “MCC Effect” is not evenly distributed across countries, time, and policy domains.
