This brief discusses how the French campaign in Mali can achieve success. It argues that success depends on having a sound understanding of the complex dynamics of Mali’s internal conflict and fragility. A comprehensive strategy is required to address the root causes of the conflict. Humanitarian relief, political dialogue and military reform are top priorities.
