The authors of this report use geocoded data on the location of aid projects financed by the World Bank and the African Development Bank in 27 recipient countries to assess the claim of donors that their aid funding reaches those in need. They also look at whether political leaders in these countries direct the funds to their home region, irrespective of regional needs. They conclude that favoritism appears to play an important role in choosing locations, in particular for physical infrastructure projects.
