This study examines the defining characteristics of what is considered to be the “American” standards system for innovation policies, and the implications they have for Asian countries. The study considers how history has shaped the “American System,” how America’s decentralized governance of standards developed, the advantages and disadvantages of this system, and the role that the US government plays in the process. A case study of a Smart Grid interoperability standards project is presented, which is also used to highlight questions of direct relevance to Asian countries.
