This policy brief examines the bilateral relationship between the EU and Brazil – e.g., two actors in transition. Indeed, given their mutually fluid positions in a changing international environment, we are right to ask whether Brussels and Brasília will become closer or more distant partners, particularly when it comes to political and security issues. If the partnership is to be closer, building mutual trust and entering into an effective dialogue on the global agenda, despite different historical experiences and deep-rooted perceptions, must come first.
