This report explores the safety and security risks associated with the massive expansion of offshore oil and gas exploration in the Asia Pacific region. The author argues that response measures to large-scale offshore oil and gas safety and security incidents in the region are often not well developed. He presents risk mitigating options that should be urgently and collaboratively considered by states, regional cooperative entities, and industry.
