This commentary advocates the adoption of an international legal framework to address cyber-warfare. In cyberspace, the line between peace and war becomes blurred. At the same time, protection of network infrastructure is becoming one of the key national security objectives. The author argues that the development of an international convention relating to cyber conflict would greatly benefit the international community.
