This report examines the Colombian peace process and the challenges it faces in securing peace while guaranteeing victim's rights. In July 2012 the Colombian Congress adopted the Legal Framework for Peace, a package of transitional justice mechanisms designed to facilitate negotiations, prevent impunity for serious war-related crimes and provide guarantees to victims. The Framework applies the principles of prioritization and selection to criminal proceedings. These decide which situations and according to which criteria some offenses may be prioritized over others and even whether criminal investigations may focus solely on the main perpetrators of war-related crimes.
