This report provides information on the implementation of the Safeguards Agreement between Iran and the IAEA in connection with the Treaty on the Non-Proliferation of Nuclear Weapons. It describes relevant developments since June 2003 and includes a summary of the IAEA's understanding of Iran's nuclear program to date, issues that need to be clarified (particularly with regard to enrichment), and the corrective actions that need to be taken. The report notes an increased degree of cooperation by Iran, but stresses that sometimes information is slow to arrive, incremental, and contrary to what was previously provided.
