This report provides information on the implementation of the Safeguards Agreement between Iran and the IAEA in connection with the Treaty on the Non-Proliferation of Nuclear Weapons. The report notes that Iran's disclosures regarding its nuclear program clearly show that it has concealed many aspects of its nuclear activities, with resulting breaches of its obligation to comply with the provisions of the Safeguards Agreement. Although there is no evidence that the undeclared nuclear material and activities are related to a nuclear weapons program, the report argues that given Iran's pattern of concealment, it will take some time before the IAEA is able to conclude that the country's nuclear program is exclusively for peaceful purposes.
