This paper looks at the economic and security challenges faced by Azerbaijan. Declining oil reserves will require Azerbaijan to expand into new sectors in order to contain social unrest. At the same time, the regional security situation remains uncertain. The Caspian Sea is becoming militarized, relations with Russia remain tense and armed conflict with Armenia is a distinct possibility. The author claims that Azerbaijan will have to rely on multilateral diplomatic efforts while pursuing economic reforms in order to preserve its current position and promote long-term social stability.
