This paper discusses the reform measures undertaken by Ukraine’s government under Viktor Yanukovych. It is not a comprehensive analysis of the completion of individual reforms. Instead, the paper focuses on the actions taken by the government and the observable outcomes in several key areas. These are the changes to Ukraine’s political system, the economy, and the energy sector. The overall changes in Ukraine under Yanukovych are discussed and the authors say why they believe reforms have stalled. They also describe what they think the future holds for the country.
