This paper talks about the regional and global benefits of China's interest in maritime issues. It suggests that recent policy changes in China indicate that a clearer command structure will facilitate the resolution of maritime incidents with other states and clarify the central government's responsibilities for its maritime activities. It also argues that an expanded naval presence may encourage China to protect the ocean commons, providing necessary security for international trade. Nevertheless, the author believes that other states have a role in guiding China's naval development in order to produce mutually beneficial outcomes.
