Internal armed conflict in Colombia over the last 50 years has resulted in an extended humanitarian crisis in the country. Peace talks between the Colombian government and the FARC-EP guerrilla group present possible progress towards ending the conflict. Changing perceptions of the situation risk distracting from the plight of the victims. This report looks at the humanitarian situation in regions where the vulnerable populations are impacted the most and positions the humanitarian issues in the context of the peace negotiations and possible accord. It provides a series of scenarios for the short and mid-term and a set of recommendations with regard to humanitarian issues for local and international actors.
