This paper looks at NATO's system of partnerships and the future of these relations. The authors argue that a new partnership model should be developed as the existing system is difficult to manage and is increasingly failing to meet expectations. To solve this problem they think the partners should be separated into two groups. One group would be composed of those who have a close political relationship with NATO. The other would be those who do not maintain a formal partnership.
