This paper looks at the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education and the role it can play in the protection of minority rights. The author begins by giving an overview of the history, status, structure and key elements of the Charter. She then points out the challenges to implementation and highlights its part in supporting the protection of national minorities, even in countries that have not yet signed and/or ratified the Charter. She argues that the success of this initiative depends largely on on a range of factors related to the implementation of the Charter's provisions.
