This commentary analyzes the economic, social, cultural and political dimensions of China's urbanization plan, which is part of its long-term economic development strategy. The author argues that while the benefits of the plan may be substantial, there are risks. The financial necessities of such a plan as well as the social dynamics and problems that cities generate may encourage stronger demands for political reform in the country.
