This commentary argues the grounding of the USS Guardian caused extensive damage to an environmentally sensitive area. This raises questions over the US Navy's usage of sea lanes surrounding coastal states. The author examines how international law protects military passage and provides for sovereign immunity. He also explains that the incident in the Philippines has provoked widespread protests and may result in some states in the region taking a harder line on US activities in their waters.
