This paper looks at the UN's agenda for international development after 2015 and argues that it includes a radical proposal. Instead of the traditional donor-recipient approach, it focuses on policy coherence and calls for governments and the private sector to enable global reform. However, the author questions to what extent this will succeed, in the absence of strong political commitment.
