This report argues that learning is stagnating in developing-country school systems and that this is demonstrated by low levels of learning. It discusses evidence that suggests that learning—not schooling—drives broader development outcomes. It presents measures of the schooling-learning gap, notes the systemic issues underlying the gap, and outlines both the role of assessment and the limited reach of testing regimes.
