In the context of fragile states and countries emerging from conflict, the need to develop and strengthen civil service capacity is always urgent. However, developing this capacity in these countries continues to be a challenge. This policy brief looks at some of the main findings from a field study on the coaching and mentoring of civil servants in South Sudan and provides some recommendations for the international development community.
