International migration as a subject of global development has gone from being a sensitive, low impact issue to one at the center of the international development agenda. This paper provides a possible answer as to why this has happened. It also provides a context to help understand the nature of cooperation between the EU and the African, Caribbean and Pacific Group of States in international migration governance.
