This special issue focuses on emergency responses to terrorism. The articles included cover discussions of what responders to terrorist activity in the UK have learnt from past, an investigation into two particular aspects of the characterization of the terrorist threat in the UK, and an analysis of the apparent failure of al-Qaeda ideologues to incite a widespread campaign of leaderless jihad. There is also an article on the controversy surrounding the creation of a contagious H5N1 influenza virus and a book review.
