This paper argues that there is a strong case for increased economic cooperation between Persian Gulf and Maghreb countries, one that goes beyond the coordination of oil production quotas by OPEC. However, the author also states that any engagement by Gulf countries in the Maghreb should respect local traditions and should be strictly based on the principle of non-interference in domestic affairs.
