This paper talks about peace processes and what the state must do to resolve internal armed conflict. It talks about the obligations the state has in terms of international law and what amnesties can be granted by it to those involved in the conflict. It also discusses guarantees of non-repetition and what needs to be instituted by a state to ensure they work to help in the peace process.
