This is a transcript of a speech on the impact of presidential leadership on foreign policy outcomes. In his analysis, the speaker distinguishes between two types of US president: transactional and transformational. Though he notes the historical impact transformational leaders can have, he argues that transactional leaders – who prioritize effective management, incremental change and contextual intelligence – can have a greater impact than presidents with grand strategies.
