This brief argues that the focus for expansion and improvement in Asia must move from export manufacturing to the services sector. The authors believe that removing internal and external policy and structural constraints will be the key to growth in modern cross-border service trade. They also propose that improving educational opportunities and strengthening infrastructure and capital labor markets will be needed complements to regulatory reform if Asia is to grow new and innovative service providers.
