This publication talks about discussions within the EU on its climate and energy targets up to 2030. The author warns that consensual acceptance of these targets will pose one of the biggest challenges to the EU. This is because two divergent visions have emerged among member states. One is that member states should concentrate on ambitious climate targets, while the other advocates pursuing competitiveness and economic growth.
