This paper discusses the shifting EU-Russia relationship within Russia's changing political landscape. It argues that Russia is entering a period of domestic uncertainty and is no longer drawing closer to the EU. Instead, it is rebalancing its foreign policy to emphasize its Eurasian neighbors and China. The authors propose a number of options for the EU regarding its relations with Russia.
