This report sets out US Government policies in relation to intelligence and information transfer. It highlights the need for authorities to communicate effectively with each other in order to identify threats to national security. At the same time, the report acknowledges that information must be carefully managed to prevent potential adversaries from gaining access and to preserve civil liberties. The conclusion outlines the priorities and policy responses of the US Government.
