This report examines China's military modernization program. It claims that China is continuing to enhance its capabilities which are primarily focused on high-intensity, short-duration conflicts in its immediate neighborhood. Beijing is also beginning to develop more extensive capabilities with wider geographical reach. The report notes that these could be deployed as part of international efforts or used to advance the country's national objectives. The final section addresses the need for greater military cooperation between China and the US and the need for greater transparency.
