This policy brief discusses developments in Spanish foreign policy between January and March 2013. The author writes that French military intervention in Mali changed Spain's foreign policy priorities at the beginning of 2013, and that the eurozone crisis is still setting the agenda of Spain's relations within the EU. Despite implementing many austerity measures and some progress in negotiations over a foreign action and services bill, the author argues that Spain could face further turbulence due to growing uncertainty over its economic recovery.
