This report investigates the hybrid character of armed violence and conflict which stands at the heart of current global security concerns. It outlines four future areas that would be relevant to the work of organizations devoted to peace and humanitarian affairs: 1) the nature of an outreach strategy to armed groups, 2) the legal instruments that are available, 3) the sort of community engagement that should be sought, and 4) the approach towards formal economic and political structures. Establishing a broad network of practitioners, scholars and policymakers is suggested as a means to make progress on all these fronts.
