This policy brief discusses the problems of fictitious residence registrations in Bosnia and Herzegovina. In order to secure better social benefits or enable their children to receive an education in their mother tongue, many citizens have opted to register themselves as residing in one place while actually living in another. In so doing, the author argues they lose their eligibility to vote and to be represented politically where they live, and that they also limit their interaction with people of other ethnicities. She believes that this situation is limiting the possibility for reconciliation and genuine conflict resolution in the country.
