By prioritizing 'elite talks' over engaging civil society, those who wanted to solve the impasse over Cyprus only prolonged it. The ideal way forward, argues this policy brief, is to move the 'peace space' from the periphery to the center of society. That will make it possible to facilitate a locally-accepted rather than an internationally-driven peace process. But to make this happen, international donors will first have to help guard the public space where civil society operates.
