This paper discusses ways to hold the security sector accountable. The authors describe security as a public good, arguing that it should be freely available to all. They outline the components of the security sector and describe the effects of the lack of accountability. These inculde a lack of democratic space, a lack of protection from threats, and fiscal impunity. The report also examines different forms of accountability and discusses possibilities for strengthening norms and institutions. The authors conclude by drawing the lessons of security sector accountability as a tool for human development.
